Ceruk Tok Kun Relics

Who is actually responsible for putting up these signboards? The brown ones are supposed to direct people to landmarks but will someone please tell me where exactly are the Ceruk Tok Kun Relics? I've been staying in Bukit Mertajam these past three years but I've yet to meet anyone who knows where this place is! Maybe I've been asking the wrong people....
